Is this an Indian ringneck

I was recently given a bird and im trying to figure out if it is an indian ringneck or another species so far i have narrowed it down to IRN or Green Parrot if you have any idea of what it may be please let me know

looks like it may be an African ring neck to me.

Im not sure of the age i was hopping someone on this site could give me a clue of that as well.

the bird hasn't been fed well so I've been giving it fruits and vegetables, by the looks of it they had the bird on a all sunflower seed diet do you know what would be good to give it to get it healthy again?

and also I'm afraid the bird might have a respiratory infection of some sort because even when its at a rest sometimes it breathes with its mouth open

The leg band it's wearing should tell you the age of the bird.
