Let's see, my two males became capable fliers prior to their first wing clip. Even clipped they can fly, though not as well as unclipped. Most of the time I leave them fully flighted and only clip when they become difficult.
However, I have a female that I bought at about 6 mos old. She came with clipped wings. I think they clipped her before she learned to fly and she is very clumsy. I am trying to teach her to fly and she is quite a poor flier.
She still does not have new wing feathers (and I have now had her 6 months) but I am hoping she'll be better when she has more feathers. I want her to fly b/c she is a neurotic type and I think flying would be good for her. She basically never tries to fly on her own.
