Help!! 10 week old IRN going wild!!

My 10 week old is starting to get wild. When I chose him he was the most tame beautiful bird and now I just think I want to call him Hannibal.
The thing that is really frustrating me is that he will not stop scratching his way to my shoulder and climbing up using his beak as if I were a perch. No matter what I do he won't stay on my hands. If I try to make him stay on my hands he gets angry and scratches his way off me and back to his cage. I feel he is starting to hate me and just wants to be alone.. or on my shoulder. I'm freaking that I have a wild bird.
I'm covered in scratches. Yet to experience a real bite so maybe it's not too bad.

Ringnecks like the shoulder. Piper is also ten weeks, she goes straight to the top of my head, and boy can she bite! She especially loves attacking noses atm. I'm working at getting her to stop biting, each ringneck has its own personality but its good to remember that ringnecks need to be constantly given attention and positive reinforcement else you wil end up with a pretty wild birdy. They are gorgeous birds though and when given the right amt of training and attention make great companions and they are great talkers as well. Piper is already starting to mimic Busterboys sounds although hers are still just scritches and whistles, pretty soon she will be calling herself a good Bustyboy lol!
