hehehehe sorry i have to have a chuckle, what is happening to you baby is completely normal, their beaks are both black and red, and yes, his lower beak will more than likely turn completely black, with the upper beak having black onit as well.
Happens to all of them as they mature!

He is very beautiful and he looks normal to me. My baby Ringnecks beaks look the same.

It's very normal for the upper mandible to change color from a dark orange to red as they mature while the bottom mandible would turn basically black. Your bird looks very healthy so nothing to fear, especially since you took the precaution of having him checked by the vet.
