My 5 week old IRN cannot walk/balance itself

My 5 week old ringneck cannot balance itself on its own two feet or even walk without lifting its body off the ground..
Is that normal? I was having a feel around with its feet and it seams like they have no feeling..
I'm really stressed and worried about this..

I do wonder what do you feed your ringnecks?

Thanks when I brought him the breeder was making up his own formula. When I brought him I used the breeders formula for a day and noticed his number 2s was really dry and black soo I changed him over to the normal store brought formula.
