you have asked which pair could give you blue and albino offspring. So the pair blue /ino x ino /blue is the best for giving you blue and albino and for both sexes.

If these birds a true green and lutino birds (not split for any other mutation) then probably no.

to get blue offspring both partners at least have to be split for blue. So green /blue x lutino /blue will give you:
males as green /ino, green /blue ino and blue /ino; females as green, green /blue and blue

if the male parent is also split for ino (lutino) then you will get (from green /blue /ino x ino /blue):

males:
12.5% 1.0 green /ino
25.0% 1.0 green /blue ino
12.5% 1.0 blue /ino
12.5% 1.0 ino
25.0% 1.0 ino /blue
12.5% 1.0 blue ino

females:
12.5% 0.1 ino
25.0% 0.1 ino /blue
12.5% 0.1 blue ino
12.5% 0.1 green
25.0% 0.1 green /blue
12.5% 0.1 blue
