malformed feathers

Hello i have a little Grey IRN who is 18 months old we have had it since it was a peanut with a beak. when he started getting feathers they did not form all the way on his tail at first and would remain in their protective sheath and when he released them they were shaggy and ratty in appearance. now that he is older they come out but are still ratty in looks and he is not covered completly as is the other IRN that we have it is like looking at chaulk and cheese. one perfect and one unkempt. is it a body function problem he eats fruit vegies seeds pellets sits on the verandah in the morning and catches a few rays is wormed regulary and in general seems to enjoy life any info would be of help or do i just take him to a vet and have blood tests etc thanks hope anyone can lead me in the right direction.

It may just be genetics, I would not take my bird to a vet just so the veterinarian can utter blah blah blah...Just accept the bird for who it is.

TAKE HIM TO AN Avian VET ASAP have him checked for beak and feather disease.
