intoducing day old chicks to another pair for raising ????

I have a pair that last season failed to raise there young, this season they produced again and are failing again, seem to be not feeding th chicks!,
What can I do?
Will my other breeding pair that have laid but not hatched yet adopt th chick ?
Dont have a heat pad but have started hand feeding externally n placing it back in th box. ....
