Is my indian ring neck parakeet bird safe?

Okay so its summers where I live and I have an indian rinkneck parakeet. Its his first summer. The bird's cage is currently in the main living room and now due to summers, we have installed an air cooler in the living room. The air cooler is directly facing the wall where the cage is hung but is at a distance of about 20 feet.

All over the internet I've read that direct drafts are fatal for birds. Is my bird safe here? At nights I do cover him up. During days the temperature is 95 F (35 C).

Hold a lighted candle near the cage if the flame flickers then there is a draft, and you are right drafts can kill birds.

I got baby rinkneck parakeet, can any one tell me how to give feed and what precautions and other things to remember i already read the blog at www.au.edubirdie.com about the medication and some other things but i need more things to remember.
