neck problem ??!!

Good morning everybody 
so ive been birdsitting my friends parrots for couple of days now. and ive noticed that the male birds neck is "stuck" upward. it's not ACTUALLY stuck. he can move it and eat and stuff. i just want to know if its normal or if there is a problem with his neck. should i go and get him checked !!
im not sure if it's relevant or not. but he is being bullied by the female.
