Breeding in qualities other than color

I recently went to a bird show and purchased a lutino indian ringneck cock. The bird looks good, but it is an older bird, older than anything I have. If I am reading the bands (one brass or copper and the other open SS) correctly it is 2002 bird.

After placing it in my male community cage I noticed one thing, the tail feathers were a full three inches longer than any other male I had most of which are 3-4 years old.

I was wondering at what age does the tail reach its full length and if I wanted to breed this longer tail into my breeding stock are their any qualities other than a long tail I should be looking for in his partner?
