IRN FEATHERLOSS??? BALD?? GREY AND GREEN??

Ok so iam paranoid about this issue and now i just cant take it i need help, so when I got my IRN the breeder said he will grow back green feathers on his head in abou 3-4 weeks well it's been 1 1/2 months and it still is the same it changed a little but not a lot can you please help me

As you can see he has a grey spot can anyone tell me if this is a disease or a normal thing and when or will it grow back
