It's a Hen

Although best practice is to DNA sex them or wait & once mature males will get a neckring except Albino and some other rare mutation combinations, white colored IRNs, Rec. pieds.
Normally one can not tell for sure ringneck's sex when young unless Surgical or DNA Sexing is done.

I agree with everything Ring0 said. Certainly does look like a hen, but best bet to have it surgically sexed, or DNA sexed.
