worried

Hello,
My name is Ian, and I live in Capalaba, Brisbane Queensland, Australia.
I have a walk in bird aviary, with m/f ringnecks about 8 mths ago they had 3 eggs only one serviced, It took the young one a long time to come out of the nest, But when she did she was unable to fly, so I took her in the house and put her in a small cage, she is about 7 mth old now but still unable to fly, and notice the tail and wings are all ruffed up and some are missing,
What I am asking is will the tail and wings grow back, so I can put her back.
