Is this pair going to breed?

Hi there. . .
Last year a change all my breeding pairs. All of then bred with the new mates I gave them but just one pair did not bred that season. This year I kept all the pairs just like last year and they have already layed eggs but this pair did not. Will they breed or not or should I get a new mate for each of them. They get along with each other and the female has been going in and out of her nest box but she did it last year as well. So will they breed help or what can I do.
