Feathers didn't return after molt.

My 3yo male ringneck recently (2 months ago) went through quite a large molt. Everything seemed normal except that even though his feathers pinned on his chest and stomach the feathers that appeared were like baby feathers, light and fluffy, and quickly fell out. His crop, chest and stomach are fully exposed and have been for a month. There are some feathers pinning but not enough to cover him. His wings and back are perfectly normal and his tail feathers (although tatty) are there. He eats a fair variety of food, pellets, seed, fruit and veg and seems in good health and spirits. He is just bald!

Can anyone let me know why this would occur?
