Health problem or heat/moulting?

Hi all, two of my male IRN's heads have weird looking little white points on them more excessive than a normal moult, to me they look unhealthy and like they are losing too much from their head compared to a normal moult, I feed all my IRN's on the same diet so I don't understand why it is only these two, any help would be greatly appreciated.
I was just checking because they are the only two that are like that.
