Hi Ringo;
There are more than one attributes which are unusual abt this female.
1) It has a smaller head size which doesn't seem proportionate to its body ... I have seen a blue pallid female with similar head size [can be a product of excessive inbreeding]
2) Not sure if this is due to specific lighting angle but the flights are completely black ?
3) Yes the lower mandible is red which is not normal as well
would be interesting to know what others have to say about it

I have many IRNs with red lower bills, I don't see it being a feature of any mutation(s) in particular, just a variation in the species.
