Weird wing flapping

Hi my Indian ringneck teeki will randomly sit on her perch and start flapping hers wings....why is this? She comes out her cage everyday so has plenty of exercise and playtime,also she has a mirror in her cage and now and then she will go up to it and make mumbling kinds of sounds,her eyes also go big to small,is she trying to talk or just wondering who it is in the mirror?

flapping the wings is normal,they do it when out of the cage too.

My IRN flaps quite a bit. He is clipped and it is good exercise since he cannot fly. Totally normal.

They do it when they are fully flighted too. It gets pretty windy when there is 4 birds sitting on top of a cage all doing it at the same time.
