Will my ringneck talk?

I got my ringneck from a breeder that did not seem to give him much attention. He is 1.5 years old and makes some sounds and noises but I was wondering if he has not said anything now will he ever?

He may or he may not. Not all talk and some pick up things really quick. I have aviary birds that say Hello in little old lady voices. My neighbour lives in a granny flat and her friends yell out to her to see if she is home, the birds hear it daily and have picked it up.
