HELP needed for my indian ringneck(RIO)!!

hey everyone.i really want help regarding my parrot!!
i brought him when he was 3 months old.took good care of him and stuff and now its been 1 year and 10 months since he is with me so technically he is 2years old.
the problem is that he does not talk neither does he make any noises even though he is a boy because a black and red ring is coming around his neck!! :'(
what should i do!!??
is my RIO mute or what??
is there any chance that he will never talk or make noises for the rest of his life!!??
he used to make very little noises in mornings some months ago,but now he does not even make those noises...

hi there MissK!!

its really nice of you to drop by and answer my big question!!
i will post some pics of RIO and his cage by tomorrow but for now i will tell you his situation nd stuff....

• his diet consists of anything,me and family members eat like bread,rice,apple,grapes,green chillies,potaoe chips,french fries,veggies nd etc...

• when i go out for work i leave him in a room full of sunlight and when i come back i spend 30mins or so with him daily... and after that i leave RIO with CASY and CASPER(my budgies)

• i have some toys like a ball which makes sound when u move it,a colourful bracelet for chewing and mostly he does not play with them and when i try to play with him with those toys,he frightrns away!!

• he really likes my dad and sister,he is a bit scared of me when i pass by his cage and most scared from my little sister....

i dont know why he is even a bit scared of me when i do all his work of playing with him,cleaning his cage,cleaning him,talking to him!!??

hmmm... maybe he speaks to them wen i m nt around...

they dont even interact with RIO much!! they just talk to him some times... i clean his cage and spend time with him everyday but still he does nt like me that much!!
he does nt eat frm my hands!!

hahaha!! yea maybe dats y he is scared of me!!

hmmm..... i will try the things you told me!!
