What's my IRN's age

I still havent been able to take a proper picture of my birdie, but my question would be, at what age do IRN males "grow" their black neck. Mine's still hasnt developed yet, and i was told that he'd be around 7months old. Just curious if that info might be correct, since the shop owner wasnt sure.
