see how dull & week it look's even no tail... help me..... give me some ideas to make it healthy ..............

Sure does look unwell to me.
Have you checked him over for parasites? Could be annoying him.
What are you feeding him?
If not already, try feeding some peas, corn, apple (without seeds), maybe slightly cooked carrot if he doesn't like it raw. Good quality bird seed with very small amount of sunflower.
I would take him to a vet for a thorough checkup. Vet would be more qualified to find what is wrong.
