Plucking IRN - Vets online/by mail?

Does anyone know of an online or by-mail Avian Vet?

My friend has a likely male IRN which is plucking to the skin. We've looked at all the behavioural and life pattern reasons for plucking but obviously the first place you should start is with a vet...we're on the edge of the Middle East and we can't find a vet.

Is it possible to do this remotely by internet/mail?

The bird behaves beautifully, lives in a calm clean environment and gets lots of attention. He said sometimes the bird squarks and vigourously preens "like he's being bitten". He has mite sprayed him before but is worried about the warnings on the mite spray about prolonged use.

The bird is about 7mths, hes bare in places, definately plucking or otherwise losing feather massively.
