I know a breeder nearby, Eric Antheunisse of Cedar Hill Aviaries http://www.cedarhillbirds.com/cedarhill_002.htm who fosters his Conure eggs on Indian Ringnecks. I'm not sure about Cockatiels with Conure eggs but my gut feeling would be that it is okay.
In my opinion, birds will feed a crying baby as long as they are made to believe the baby is theirs.
