It's odd for an egg to develop blood streaks when it was initially clean. I suspect that's a different egg. Look inside closely underneath the nesting material for hidden eggs. I've seen that happen before. I've also experienced missing eggs (eaten?) among my pairs and although uncommon, it is possible.
Another remote possibility is the pair had abandoned the egg-laying altogether. Is the the pair still mating? If so, more eggs are coming up. I'd leave that egg in the nest for now and if after a few days there's still no progress, I would foster that egg under another pair if so available. Otherwise, there's no harm keeping that egg in the nest. Eggs remain viable for a couple weeks or so, as long as temperatures are not extreme.

The parent Cockatiels will feed any baby begging with an open mouth, Cockatiel or not. IRN parents will do the same.
