hmmm......I'm not an expert on weather they should be on shoulders or not but I have a couple ideas that might help. It is natural for birds to want to be at the highest possible place so shoulders are a popular place to be and some just like to stay there. I would try repeating on the shoulder then...

I think the bluffing stage is where a lot of people give up and that results in a bird that is aggressive and unable to handle. But its not the birds fault its just a part of their instinct. Sounds to me like he is really warming up to you and enjoying it. Its always a good sign when they are preening you....lol. I have heard that tail wags are a good sign too especially when they are trying something new and they like it.
