sounds like a good size cage to me.
Those dimensions sound like a very acceptable cage size. My fid was in a 19''x19''x24 (wdh) for several years before he got the McMansion he's in now.

I vote for the first cage
I think the first cage is better, and I agree with Nil. The fids will naturally want to get to the top most part of the cage so they probably will ignore the porch play area which the second cage has.

Hey, I gotta say ditto on Melika's comments. The vet should not have clipped blood feathers and should have known not to have clipped them. Your fid does look a little raggedy, probably a bad initial clipping, but the new flight feathers look perfectly normal. My birds molt once a year around the late summer/early autumn here in North Fla. My male, Bebe, had his first molt about 14 months after he hatched and his second molt when his neckring came in beautifully about 10 months after that; since then he's molted regularly late summer/early autumn.

17 year old Irn is fantastic, you have a special liitle pal and her behaviors and ability to adapt to her new home is going to make her a great companion.

This breeder sounds like a bad one. I suggest you get away from him. Decline his offer and stop doing business with him. Then I suggest that you name him and his business here on this board as well as on other similar boards so that his future potential customers are aware of his business practices.
