Very hard to give an informed opinion when you have had very limited breeding experience to date with emerald. From what has been put forward by Mike in particular, I have a very strong leaning to partial/co dominant mutation .. recessive to green and dominant over blue as you put in your question. ...

The 3 birds in question, the bird with the red eye has flights and tail cleaner, its base colour is also paler than the bird one the right as well I see the toe of the LHS bird looks more bleached than its counter part, better pic maybe would clear this up.

I do not put in nest box till mid July for ringnecks and usually have eggs within 3 weeks from established pairs. New pairings are much slower to start laying. As you mention, this year has been slower for some of the pairs . Her are a few longtail species with egg laying dates from a diary of mine ...

Going off that photo she is much more like the bird on the left, however I would say her body is an even more vibrant green. flight feathers are the same... the tail, however, she has much darker blue feathers mixed in there.
