Still not friendly ...

Hi,
It has been 6 months now, since we brought Parry, but its yet to be friendly. We had budgies @ home when we brought parry, and he was active. He was agressive towards the budgies and would alwys look at opportunities to bite them. Two weeks back we freed the budgies and since then parry has been less active. Earlier he used to come out of cage bt now he occassionally comes out. Parry luvs mirror and likes to play with it. Rest he is not tht interested in toys. When we brought parry it was around 2-3 mths old.
Whnever i put my hand in the cage, to pet him it runs away holding his claws and beak on to the cage bar. But if he is on floor or on lower height he jumps on hand when shown.
The problem is we get to spend less time with him coz we both are wrkin couple and only return late evening. We spend time with him in the morning and evening.
Can anybody help me with some positive reinforcement tips or taming tips.
