I do not want to bring bad news to you but..this bird displays classic symptoms of a bird infected by pbfd...I suggest you isolate this bird..take blood samples and submit for viral testing..once that is clear you can consider the mutation option.
I hope you were not sold this bird as a mutation for a higher price without the actual verification of its status...
