Scales lifting, blood!

Help! Got in today and there's blood on all the perches. Straight to the vet, who proceeded to charge me £33 to tell me I need over £300 worth of tests done?!?! I bought Ziggy home, warm bath and it's just a small nick on the under side of his left foot. His right foot/leg joint does have lifted scales and looks a bit pink and soft... What on earth is happening?!

Could he have gotten his leg caught in something? I had a toy in my cage at one point that had one of those metal clips on it instead of a D-ring clasp. My birds foot got caught in it and he panicked. Thankfully I got him out with only minor scrapes to his foot and minor bites to my hands. I would check his toys, perches and food bowls for any gaps he could have gotten caught in. Hope he's ok :(
I am owned by my birds...and I wouldn't have it any other way :D
