Is this normal?

They do not appear to be flaky or dry. He doen't pick at them or anything either. He acts normal. Just curious if this is common?

i don't think it is anything to worry about, he is just growing up, and the scales on his feet are developing. some ringnecks have dark feet and some have lighter colored feet.

if they appear to be really dry, and he is picking at them or anything you might think about a checkup at the vet, but otherwise you should be fine.
