Hi there Shaheryar!
When did you buy/get these two birds of yours? It may help
me figure out what one may be a male or female.

Has one of them been through the bluffing stage? If your not sure
what the bluffing stage is about, look it up on this site.
Regards

Are they normal greens? I thought that a normal green IRN would have a ring at least partially showing by now... so if they are normal greens, I would have thought that they both would be female?

If they are in fact two years of age and they are normal green IRNs then you have yourself two females. A male green ring neck of this age would be showing a pronounced dark ring.

Tail length has nothing to do with it, I'm afraid your pet shop keeper didn't have a clue what he was talking about.
You need to wait till they have their full adult plumage which is around 2 years or get a DNA test other wise there is no telling what sex your birds are.
Males have a pronounced black ring round the neck with some pink usually, females have a ring but it's very light in comparison.. apart from DNA it's the only way to sex the birds.

I would also say they are both female simply because by that age they should be showing their ring if one was a male. I had the same issue, I thought mine was a male and I waited patiently for his ring to appear and it didnt! He is now a SHE for sure! But that was me hoping for a male, not because someone had told me it was.

Mine is just over 2 years old now and has been through her bluffing stage very young and is on her third annual molt so if I base it on my experience these 2 are both females.

Also I learned a little about how a female will display which mine now does. Are they handreared?

We think caged birds sing, when indeed they cry...
