foot biteing

hi, i have a gorgous 6 month old indian ring neck which i hand raised, he`s very gentle and affectionate, but sometimes ` particularly when i put him back in his cage with my female regent parrot` his eye`s pin then he hold his foot up, fluffs himself and attacks his foot like it doesn`t belong to him, i haven`t been able to find any info on this, does any one else`s ring neck do this?

I've never seen my IRN attack its foot how you said, I know i seen my IRN look at its foot and peck at it once a few times before.
