The picture is not complete, but just to show you that my bird does something similar like that. It's something that males or females do?
My bird also do this when I get an object near him/her that doesn't like (he/she attacks it)

Is this something that males or females do?

Until you get colour in the ring, or lack of it around 2.5 years of age, its really anyones guess... most birds colour up around the 1.5-2yr age, but I have had a male not colour till the moult after his 2yr bday.
Many, and I mean many IRN's under 3yrs (especially under 2yrs) show behaviour from both sexes, this random behaviour drops off nearly entirely, especially in aviary birds after hormones start kicking around in their system.

There are plenty of issues and talks about rings, really the search is your friend.
The lighter green / blue hue is not an indication of a ring, neither is a slightly grey tinge, its quite common across green birds (and other mutations have similar rings) even in hens.
