Do they work, can they add color to your bird?

I've never tried it but what I do know is that with 5 to 8 hours of exposure to the UV light per day, it helps with the metabolism of Vitamin D3 and also makes pet birds more active. It should only be used if your birds are kept inside the house and have no direct sun exposure or only a very little through the window.
About the color, it does not enhance it but visually colors are more intense while the birds are under the UV light, due to the reflection from the feathers.
They also say, that unlike us humans, birds are able to see the ultraviolet spectrum.
