Help....extreme case of molt?

Hello I'm looking for help with my Indian ring neck parrot. I bought pepper about 8 months ago as a chick and hand raised him/her.... How ever pepper never perfectly grew his feathers and about 4 months or so ago his molt set in? I see a severe case of it and I don't know what to do. I tried changing his diet but he refuses to eat anything but sunflower seeds.... he would literally starve if I don't put any.... I let him explore my room so he's got plenty to keep him occupied. I must him and make sure he's hydrated... idk what I should do
