Two young plum heads

I have two young plum heads around two months old. They lived in the same cage for all their lives maybe. One is getting really bossy over the other, always hitting him over food. Never allowing him to eat from the plate and always biting him. What could be the problem exactly? Is the cage too small? Are they not getting along and maybe never will? do they need more plates?

Keep more than one set of dishes then while one bird is at one dish the other will have a chance to eat, you may end up having to place them in separate cages.
