do you mean "when do IRN's breed ?"
if so , they breed in the breeding sesson but i will have to ask the same question , when is the breeding session for indian ringneck's , i read somewhere its between February and October is that true ? or they breed all year round ?

no, he means ARN (African Ringneck).
They will usually breed at end of winter I believe, so depending on where you live, it will be at that time.
In terms of age, I think they start around 2ish but it may take them a few times to get it right.

You just missed the breeding season. They should not be going through a molt.
