If not PBFD then what?

My babies are 2 months old and they still do not have all of their feathers.
I have had them tested for PBFD, and the results came back negative. Does anybody know of any other disease that can cause stunted feather growth? Please help.

Malnutrition causes stunted feather growth. Do they have short primary feathers and short tail feathers?
