They don't All talk, and some talk very quietly, you can't always hear them.

I don't think there is any serious issue here, it might be an idea to ask an avian vet, or look for an avian behaviourist website.My bird only did this when she had her nursery cage, but she also used her perches a lot.

Don't attempt to clip the damaged tip yourself, get a vet to do it. I doubt if your bird is in pain, my concern is that she might catch it on something and make matters worse. It is Not life threatening, it just needs to be clipped, a vet will be able to stop any bleeding should it occur.

Mellie, I worked for the RSPCA and they only take neglected or badly treated animals, if you live in the UK, check out The Parrot Zoo, they have a website, I have donated to them several times, they rescue parrots.

Daily cleaning is imperative, even the perches, they can so easily pick up an eye infection from rubbing their beaks on dirty perches, I give the cage a really thorough clean once a week, it's surprising how much mess just one little bird can make!

As a rule of thumb a baby has little all black boot button eyes, and will not be fully fledged, it's tail will be quite short too. An older juvenile will have orange eyes with black pupils, fully fledged and have a medium length tail, but will still be quite small.
