At that age your bird should be fully weaned, and needs fresh fruit and vegetables, not just seed.
Yes, they are very quiet when you first have them, as they need time to adjust and settle in.
No, generally they Don't like going to the base of the cage, preferring to sit and perch high up.

They sound too young to have left their breeder, Sanjay was 8 Weeks when I got him and he was eating solid food, so I really can't advise you on this, there may be answers somewhere else on these boards.

Your bird has damaged it's beak, give it cuttlebone or calcium supplement, it will grow out over time, but a badly damaged beak needs veterinary attention. Your bird is nipping you because it is scared or angry at what you are doing.
