He should start talking within a couple of months but don't expect him to talk unless he is talked to. It sounds like your new bird deserves some time and love and is willing to love back, despite being neglected and probably abused. They need at least a month just to settle into a new home. Only cover the cage overnight. Also, fruit alone is not a suitable diet for Indian Ringnecks. There are many websites that outline what to feed them. You need to feed them properly.
