Even the most stone-cold IRN can't resist a Conure's cuteness-overload. :) Makes me curious what it'll be like when Chi gets older. Chi will be the size of 2 Rascals at full maturity. His beak will be the size of Rascal's head. Would be interesting if it continued to adulthood - Chi could be Rascal'...

The safety of the other bird comes to mind. Separating them (at least temporarily) may be the right choice - at least to grant time to address the problem.

Another option may be to get a mirror for him. Mirrors initially are usually counter-productive if your goal is to get him to talk (he would feel less-inclined to mimic you as opposed to that handsome bird looking back at him), but that shouldn't even be a primary concern - and can be removed later ...

Given the cage location, it may be difficult for the bird to feel safe. Idealy with it in a corner, he has 2 less angles of approach he has to worry about. This goes a long way in calming him. DNA tests can come much sooner than 9 months (my new IRN was born 2/20/13 and has already been tested). It is expensive however. He/She is not DNA tested?

IRN's are one of the few parrot species however that are physically different between males and females however. I recommend going to wikipedia and reading about them - short article that does give information on the differences between the two.

Judging from my time caring for my former conure, it is expected the bird to sleep 12-15hrs in a day. Puffed up and with one foot up is actually one of the most normal positions for a parrot to sleep in - of any species. As for whether the conditions are normal... Seems I've to wait a few extra days for our new feathered family member... bad weather looming over Florida, have to wait a few days for it to pass and he can safely be flown here to Texas. He'd probably be happy with some fruit and a mist bath :) If there's nothing else I can say about birds, while they seem fragile, they are in fact very resilient for their size. As mentioned, he'll be back to annoying you in no time. :)
