Did he come with the injury or has it happened since?
I had a bird with a similar injury who has since healed. Along with cream from the vet ( I use Ron Woodhouse) I added cod liver oil to the diet. Huge difference!

How old is the bird? A lot of babies will make sounds that dont sound like larger ringnecks.

Looks like a standard blue to me. A lacewing blue has a yellow head, wings and tail.

He looks more lacewing or Pallandino to me than a cinnamon wing blue. Maybe a skyblue but I cant see clearly.

They may have handled him to feed him but only for that purpose. The bird may not have been handled well and in a comfortable manner nor gently. I have many birds here who are now just aviary birds because "breeders" sold them as handraised birds - not tame birds.

With my babies, we handle them as much as possible both before and after feeding. Our babies didnt start sitting on our fingers until they were ready, however we allowed them to climb over us and fossick around on the floor under supervision.

It sounds like it. A tame bird normally will come to greet you, and while it will squark it wont do it in an alarmed fashion as your bird seems to be doing.

A lot of birds will do this out of boredom. It is a learned behaviour.
Try changing his toys around, move his cage regulary, add some nuts in shells to his diet (it gives them something to do and keeps them busy with a treat at the end).

I dont believe there is a true "Rainbow" ringneck.
I have 8 different lacewings ranging from pastel through to skyblue lacewings.
