Yeah, he mostly does it the way Nila does it. I usually dole out the counters to each bird one at a time. When I do that Janey usually gets bored when Charlie is having a turn and flies off.

Ask your vet about limiting daylight hours. Ask him/her if they think it's a good idea and if so, the best way to go about it. This may be preferential to hormone injections?

Just a quick note: Make sure you get the right size nestbox for a ringneck. They need a pretty big box. Most of our generic local pet stores here don't sell them.

I was asking about her age because a young bird laying eggs is less likely to become egg bound than an older bird. Sounds like Billie is still reasonably young. I think just make the appointment with the vet. I believe there are more drastic steps that can be taken such as hormone injections. Yeah I see what you're saying re the shredding. You definitely want to discourage nest building behaviours if you can. I see my vet next week and I'm going to talk to my vet about such things as Janey's hormonal behaviour usually begins in March.

She has a few foraging toys, but she doesn't seem that interested in them. She has been more interested in shredding paper - maybe put shreddable paper in the foraging toys?? Sure, if that works, go for it. You could also put a few treats amongst the paper too. Maybe that will help her get the idea...
