Looks Cinnamon Blue to me, the flash shouldn't be used to get a true indication of colour because it does alter the appearance of the bird quite a bit in the pic

Sounds normal to me, during that stage I just increased the amount of offerings until they are eating enough of the other foods to start cutting feeds down again.

Birds need time to settle in to a new environment, be patient! It may take even a few weeks until he is comfortable depending on how you are with him.

You are right in saying any visual Lutinos will be female but you will need to DNA the greens. Females will be split to Blue and half the males will be split to blue and half split Blue and Lutino I believe...I am still learning genetics though so feel free to correct me if I'm wrong

If he is in long enough he will get wet, and especially if it is warm water. Our Ringnecks love going in a really warm shower and do so often that they do seem to have lost some of the oil from their feathers and look "soaked" quicker than they used to. Lucky they will forever be spoilt in...

They do go through a big moult so that is most likely all it is, however he should only look "shaggy" fo a couple of weeks so if it goes on longer than that I would be concerned. My boys looked HORRID and like nobody loved them during their last moult but came back more beautiful than ever...

My first 2 males didn't get their rings until they were 3 years old. On the other hand, I have a 17 month old who has just had his ring come in his last moult. It varies but allow up to another 2 years to find out for sure or just get a DNA test done

Sometimes the term "hand raised" is thrown around a bit too loosely, they might have been hand fed but the breeder may not neccessarily have been taking the time to actually teach the bird to step up, and also maybe not spending quality time with it aside from feeding time. Not saying this...

It is important they do not eat lettuce or avocado and as for the seed, as I have said in another post: by only changing the seed every couple of days it encourages the bird to eat all most/all of it instead of just picking out their fave (and not as healthy!) bits.

I only give mine seed every second or third day, and fruit and veg everyday. I find by not keeping the seed always topped up it encourages them to eat all of it instead of their favourite bits, which ofcourse are the sunflower seeds and yes you are right, they are fatty so not good to have too many

My only bit to add is that I have heard you should leave the males wings and only clip the female as she is usually the more aggressive one and so it's better he has a better chance of escape from her IF she attacks him.

I don't know a terrible lot about mutations but I am pretty sure that if they arn't split to anything else that anything you put them with would result mostly in greens because it is the dominant colour.

I don't know about Alex's as I only have IRN's, Cockatiels and Lovebirds but fruit and veg is vital 2 the IRN.
